| 科技资源作为极具稀缺性和高度专业性的资源，其有效共享是持续优化科技资源配置和使用效率的关键利器，是新时代培育新质生产力的必要举措。基于经济学有关理论的归纳演绎，对5个不同类型的科技资源共享实践过程的调研进行梳理与比较分析，提出科技资源共享实现机理的主要框架、底层运行逻辑及关键环节，并对上海科学数据共享的应用实践提出思考和建议。 |

| As a resource that is highly scarce and specialized, the effective sharing of scientific and technical resources is a key tool for continuously optimizing the allocation and utilization efficiency of such resources, and it is a necessary measure for fostering new-quality productive forces in the new era. Through inductive and deductive analyses grounded in economic theories, coupled with systematic review and comparison of sharing practices across five categories of resources—scientific data, technical reports, academic literature, research infrastructure, and scientific talent—this study proposes a comprehensive framework delineating the implementation mechanisms, operational logic, and pivotal processes for effective resource sharing. Furthermore, thoughts and suggestions were provided for the application practice of scientific data sharing in Shanghai. |
