| 在全球科研竞争日益激烈的背景下，美国国立卫生研究院率先将人工智能技术深度融入科研项目管理的全流程，实现了从项目申请、评审、监管到结题的智能化管理，显著提高了管理效率，增强了科研资助的透明度与公正性。剖析其资助管理体系与人工智能应用实践，探讨在项目申请、评审、监管等阶段的人工智能技术应用，如重复申请检测、辅助评审工具等，从技术应用路径、制度配套措施和伦理风险防控3个角度，对我国科研项目智能化管理提出建议，希望为我国构建智能化科研项目管理体系提供参考借鉴与实践指导，以提升我国科研资助管理的效率、优化资源配置。 |

| Against the backdrop of increasingly fierce global scientific research competition, the National Institutes of Health in the United States has taken the lead in deeply integrating artificial intelligence technology into the entire process of scientific research project management, achieving intelligent management from project application, review, supervision to conclusion. This has significantly improved management efficiency and enhanced the transparency and fairness of scientific research funding. This paper analyzes its funding management system and the application practice of artifcial intelligence, and discusses the application of artifcial intelligence technology in the stages of project application, review, and supervision, such as repeated application detection and auxiliary review tools. Finally, from the three perspectives of technical application paths, institutional supporting measures, and ethical risk prevention and control, suggestions for the intelligent management of scientific research projects in China are put forward. It is hoped to provide reference, learning and practical guidance for the construction of an intelligent scientific research project management system in our country, so as to improve the efficiency of scientific research funding management in our country and optimize the allocation of resources. |
