      分析德国在氢能领域推动创新链、产业链、资金链、人才链“四链”深度融合的经验与做法,以期为我国氢能发展提供借鉴。基于文献分析和案例研究,梳理德国在顶层设计、财政资助、政策工具、人才培养和国际合作等方面的具体措施。研究发现,德国通过制定国家氢能战略、设立专职机构、实施大规模财政资助、推动示范项目、优化政策环境以及加强国际合作,有效促进了氢能技术的研发与应用,实现了“四链”协同共振。基于此,提出我国应完善氢能政策体系、加大核心技术攻关、创新财税支持方式、加快跨学科人才和专业技能培养等建议,以加速我国氢能产业的高质量发展。
英文摘要:
      This paper aims to analyze Germany’s experience and practices in promoting the deep integration of the innovation chain, industrial chain, capital chain, and talent chain in the hydrogen energy sector, providing insights for China’s hydrogen energy development. Through literature analysis and case studies, the specific measures of Germany in top-level design, financial support, policy tools, talent cultivation, and international cooperation are examined. The study finds that Germany has effectively advanced hydrogen technology research and application by formulating a national hydrogen strategy, establishing dedicated institutions, implementing large-scale financial funding, promoting demonstration projects, optimizing policy environments, and strengthening international collaboration, achieving synergistic resonance among the “four chains.” Based on these findings, this paper proposes recommendations for China, including improving hydrogen policy system, intensifying efforts in core technology research and development, innovating fiscal and tax support mechanisms, and accelerating the cultivation of interdisciplinary talents and professional skills to accelerate the high-quality development of the hydrogen energy industry.
