| 日本科学技术振兴机构和日本国立情报学研究所作为日本代表性的科技信息机构，在日本开放获取政策的引导下积极开展科技信息平台建设，其平台建设经验能为我国的高端交流平台建设提供启示。聚焦两个机构建立的科技信息平台，采用体系性视角重新审视和研究开放科学环境下日本科技信息平台服务于科研活动全流程的路径，总结两个机构系列平台的共性特征，包括积极响应开放获取政策、服务于科研全流程、建立有效的用户吸引机制、广泛开展国内外交流合作。在此基础上，结合我国实践现状，提出加强国家级开放获取政策建设、打造自主学术交流体系、建立长效用户吸引机制、加强国内外合作4方面的启示，为我国科技信息平台建设提供参考。 |

| Japan Science and Technology Agency (JST) and National Institute of Informatics (NII) are Representative scientific and technological (S&T) information institutions in Japan. Under the guidance of Japan’s national open access policies, they have actively engaged in the development of S&T information platforms. Their experiences can provide valuable enlightenment for National Advanced Platform for S&T information and Communication (NAPSTIC) constructions in China. This paper focuses on the platforms constructed by these two institutions, adopting a systemic perspective to re-examine and investigate how these information platforms support the entire research lifecycle in an open science environment. It summarizes the common characteristics of the platforms, including actively responding to open access policies, serving the entire research process, establishing effective user engagement mechanisms, and extensively engaging in cooperation. Drawing on the current status in China, this paper proposes four implications: strengthening national open access policies, building an autonomous academic communication system with research-process-oriented services, establishing long-term user engagement mechanisms, and strengthening international collaboration. These enlightens aim to provide references for S&T information platforms construction in China. |
