| 构建多主体协同治理模式下公共科学数据要素的权益分配机制，以解决因权属界定模糊、利益分配失衡所导致的数据流通壁垒与价值释放不足问题。通过剖析供给方、数据商与平台方三大核心主体在数据价值链不同环节中的权益诉求与冲突类型，提出以贡献匹配和分类分级为核心原则的权益分配框架，建立基于数据属性矩阵和动态贡献度量的协同治理机制。研究形成了一套可操作、可调整的权益治理体系，实现了从静态确权向动态适配的机制转型，为公共科学数据在多元主体协同治理中实现利益平衡、降低交易成本、提升数据要素市场化配置效率提供了理论依据与路径参考。 |

| This study aims to construct a rights and benefits distribution mechanism for public scientific data elements under a multi-agent collaborative governance model, so as to address issues such as barriers in data circulation and insufficient value release caused by vague definition of rights and unbalanced benefit distribution. By analyzing the rights demands and types of conflicts among three core agents—suppliers, data intermediaries, and platform operators—across different stages of the data value chain, a rights distribution framework centered on the principles of contribution matching and categorization and grading is proposed, establishing a collaborative governance mechanism based on a data attribute matrix and dynamic contribution measurement. The research develops an operable and adaptable rights governance system that achieves a shift from static rights confirmation to dynamic adaptation, providing a theoretical basis and pathway reference for balancing interests, reducing transaction costs, and enhancing the market-oriented allocation efficiency of public scientific data elements in multi-agent collaborative governance. |
