近年来，党中央加强对科技工作的集中统一领导，强化科技部督促检查等职责。面对国家科技体制改革的新形势和新要求，我国科技监督的内容在不断拓展。在界定科技大监督的概念和范畴的基础上，分析科技大监督建设的意义和建设现状，提出科技大监督的建设目标、体系架构和运行机制，构建多职能统筹、跨部门协调、全流程监管的科技大监督框架，为科技事业高质量发展提供支撑。

英文摘要:

In recent years, the Central Committee of the Communist Party of China has intensified the leadership of scientific and technological work, consolidated responsibilities of the Ministry of Science and Technology for supervision and inspection. In response to the new situation and requirements of the national science and technology system reform, the content of science and technology supervision in our country is expanding constantly. Based on the definition of the concept and scope of large-scale supervision of science and technology, this article analyzes the significance and current situation of the construction of the large- scale supervision of science and technology, and proposes the target, framework and operation of the large- scale supervision of science and technology, and constructs a framework of large-scale supervision of science and technology featuring multi-functional coordination, cross-departmental collaboration and full-process supervision, in order to provide support for the high-quality development of the science and technology cause.
