| 以区域创新理论为基础,结合中国科学技术信息研究所经典“五力”的城市创新能力评价体系评价框架,构建熵权-TOPSIS耦合模型,并以辽宁省为例,计算辽宁省14个地级市创新能力贴近度,进而对全省区域创新能力、市域科技创新水平进行深度分析。研究表明,辽宁省城市创新能力呈现“双核引领、梯度分化”特征,沈阳市、大连市创新优势稳固但增速放缓。研究结果为辽宁省优化创新资源配置、推进创新型城市与区域科技创新中心建设提供数据支撑与参考。 |

| Based on the regional innovation theory, this paper integrates the classic “Five Capabilities” urban innovation capability evaluation framework developed by the Institute of Scientific and Technical Information of China (ISTIC) to construct an entropy weight-TOPSIS coupling model. It calculates the innovation capability proximity of 14 prefecture-level cities in Liaoning Province, and further conducts an in-depth analysis of the province’s regional innovation capability and municipal science and technology innovation level. The research shows that the urban innovation capability of Liaoning Province presents the characteristics of “dual- core leadership and gradient differentiation”. Shenyang and Dalian maintain stable innovation advantages but experience slowed growth. This study provides data support and reference for Liaoning Province to optimize the allocation of innovation resources and promote the construction of innovative cities and regional science and technology innovation centers. |
