| 科技报告是国家科技战略资源的重要组成部分。科技报告撰写者兼具生产者与用户双重属性，其诉求满足度与实践体验对制度落地效果具有决定性影响。基于2229名科技报告撰写者的问卷调查数据，采用定量统计与定性文本分析相结合的方法，系统梳理撰写者在制度认知、执行实践、质量管控、共享利用全链路中的主观认知、实践行为与核心诉求。研究发现，当前制度实施存在认知共识不足、全流程执行保障薄弱、质量管控缺位、共享反馈不畅等核心问题。据此，从认知协同、保障支撑、质量提升、共享利用4个维度构建优化路径，为提升国家科技报告制度实施效能、推动科技战略资源从规模积累向价值创造转型提供实证依据。 |

| Scientific and technical reports are an important part of national science and technology strategic resources. Authors of scientific and technical reports have the dual attributes of producers and users, and the satisfaction of their demands and practical experience have a decisive impact on the effectiveness of system implementation. Based on the questionnaire survey data of 2229 authors of scientific and technical reports, this study adopts an empirical research method combining quantitative statistics and qualitative text analysis to systematically sort out the authors’ subjective cognition, practical behaviors and core demands in the whole chain of system cognition, implementation practice, quality control and utilization. The study finds that the current system implementation has core problems such as insufficient cognitive consensus, weak implementation support, lack of quality control, and poor sharing and feedback.
