| 科研经费“包干制”是扩大科研项目经费管理自主权的重要举措，对于进一步深化科研经费管理改革，充分激发科技创新活力具有重要意义。通过对2022—2024年结题的陕西省级科技计划“包干制”项目专项经费执行情况进行分析汇总，了解和掌握实行“包干制”管理后项目经费使用的总体情况。对于目前存在的政策执行、协调衔接、试点评估、监管机制等方面的问题，提出强化“包干制”政策宣贯与专业培训，构建科研经费协同管理体系，开展试点工作综合评估，加强事中、事后监管等对策建议，为科研经费“包干制”相关政策和机制的不断完善提供参考和依据。 |

| The “Lump-Sum System” for scientific research funding is an important measure to expand the autonomy of scientific research project funding management. It is of great significance for further deepening the reform of scientific research funding management and fully stimulating the vitality of scientific and technological innovation. The article analyzes and summarizes the implementation of special funds for the Shaanxi Provincial Science and Technology Plan’s “lump sum system” project from 2022 to 2024, in order to understand and grasp the overall situation of project fund utilization after the implementation of the“lump sum system” management. For the current problems in policy implementation, coordination, pilot evaluation, and regulatory mechanisms, it is proposed to strengthen the promotion and professional training of the “lump sum system” policy, jointly build a collaborative management system for scientific research funds, carry out comprehensive evaluation of pilot work, strengthen in-process and post- supervision, and provide reference and basis for the continuous improvement of policies and mechanisms related to the “lump sum system” for scientific research funds. |
