      基于创新链、产业链和人才链“三链”融合视角,揭示技术经理人在科技成果转化中的机理与实践路径。采用理论分析与典型案例相结合方法,以广东省科学院为实证对象,系统剖析技术经理人在“三链”融合中的角色定位、其作用发挥的机理及实施成效。研究发现:技术经理人作为兼具技术理解力、市场洞察力与资源整合能力的复合型人才,是“三链”深度融合急需的稀缺人力资源;其在创新链中作为“知识转化枢纽”,推动科研成果从实验室走向市场;在产业链中扮演“需求翻译者”与“资源整合者”,精准对接产业痛点与技术供给;在人才链中发挥“职业赋能者”功能,促进科技人才与产业需求动态适配,有效促进“三链”间的动态耦合与协同演进,加速科技成果转移转化。建议从强化政策支持、优化培养体系、夯实平台支撑、完善激励机制等方面加快技术经理人队伍建设,为推动“三链”深度融合、助力高质量发展提供有力支撑。

      Based on the perspective of the integration of innovation chain, industrial chain and talent chain, this paper reveals the mechanism and practice path of technical managers in the transformation of scientific and technological achievements. The research adopts the method of combining theoretical analysis with typical cases, and takes Guangdong Academy of Sciences as the empirical object to systematically analyze the role positioning, mechanism and implementation effect of technology managers in the three-chain integration. The study found that: as a compound talent with technical understanding, market insight and resource integration ability, technical managers are scarce human resources that are urgently needed for the deep integration of the three chains ;As a “knowledge transformation hub” in the innovation chain, it promotes scientific research achievements from the laboratory to the market; Act as “demand translator” and“resource integrator” in the industrial chain to accurately connect industrial pain points and technology supply; To play the function of ‘ professional enabler ‘ in the talent chain ; promote the dynamic adaptation of scientific and technological talents and industrial demand; Thus, it can effectively promote the dynamic coupling and co-evolution among the “three chains” and accelerate the transfer and transformation of scientific and technological achievements. It is suggested to speed up the construction of technical managers from four aspects: strengthening policy support, optimizing training system, consolidating platform support and improving incentive mechanism, so as to provide strong support for promoting the deep integration of the three chains and helping high-quality development.
