| 以2016—2025年福建省发布的21份集成电路产业政策为研究对象,在政策工具理论指导下,构建集成电路产业政策“工具—目标”分析框架,并运用Nvivo15质性分析软件对政策文本开展量化研究,以期为福建省集成电路产业政策制定与完善提供实践依据。研究发现:福建省集成电路产业政策顶层设计与统筹有待提升,政策资源主要集中于厦门湖里区、海沧区及泉州晋江市等产业基础较好的地区;政策工具手段多样化,但呈现显著的供给型工具偏好,对需求型与环境型工具的运用不足;政策目标部署整体上相对均衡,但对促进全产业链协同目标的关注较为薄弱;在不同目标维度下的工具配置呈现明显的结构性差异,部分目标存在工具组合单一、协同性不足等问题。针对存在的问题,提出相应的政策优化建议。 |

| Taking the 21 integrated circuit industry policies released by Fujian from 2016 to 2025 as the research objects, the paper constructed an analysis framework of “tool-objective” based on the theory of policy tool. It applied qualitative analysis software Nvivo15 to quantitatively analyze the industry policy texts, so as to provide a practical basis for formulation and optimization of policies for the integrated circuit industry in Fujian. It is found that the top-level design and coordination of Fujian’s integrated circuit industry policies need further enhancement, and policy resources are mainly concentrated in regions with strong industrial foundations such as Huli District and Haicang District in Xiamen and Jinjiang City in Quanzhou. The policy tools are diversified, but there is a significant preference for supply-oriented tools, with insufficient use of demand-oriented and environmental tools. The overall deployment of policy objectives is relatively balanced, but the focus on promoting the synergy of the entire industry chain is relatively weak. There are significant structural differences in tool configuration under different objectives, and some objectives have problems such as singularity of policy tool and insufficient collaboration. Finally, it proposes targeted policy optimization suggestions. |
