| 为厘清论文关联数据开放重用的现实阻碍，从利益相关者权力—利益关系视角展开分析。采用文献调研与专家访谈法，系统识别出论文关联数据权益配置中的8类核心利益相关者，并运用权力—利益矩阵量化分析各主体在不同阶段的影响力与利益诉求。研究表明:数据采集阶段由作者和科研机构主导;提交阶段期刊/出版机构和数据仓储控制权显著;管理阶段呈现多主体共治格局;重用阶段用户相关权益保障不足。经过严格抽样确保专家样本代表性，但样本总量有限，未来研究可扩大样本量进一步验证结果的普适性。当前论文关联数据权益配置面临监管缺位、各方权益分配失衡等问题，对此可构建分级监管机制、协调多方权益、加强用户参与，推动论文关联数据可持续流通，促使数据价值最大化。 |

| To clarify the actual obstacles to the open reuse of paper-related data, an analysis is conducted from the perspective of the power-interest relationship among stakeholders. By using the methods of literature review and expert interviews, the system identified eight types of core stakeholders in the equity allocation of paper-related data. Quantitatively analyze the influence and interest demands of each subject at different stages by using the power-interest matrix. The results show that: in the data collection phase, authors and research institutions play a dominant role; during the submission phase, journals/publishing institutions and data repositories hold significant control; the management phase demonstrates a co-governance pattern involving government, funding agencies and data repositories; while in the reuse phase, user rights protection remains inadequate. Although this study ensured the representativeness of the expert sample through strict sampling, the sample size was limited. Future studies can further verify the universality of the results by expanding the sample size. The current equity allocation of paper-related data faces challenges including regulatory gaps and inequitable rights distribution. Establishing tiered oversight mechanisms, coordinating multi- stakeholder interests, and enhancing user participation are required to achieve sustainable circulation and value maximization of paper-related data. |
