| 针对科技项目评审中任务复杂、专家匹配精准性不高及决策透明度不足的问题,构建一种基于多智能体协同的智慧评审新范式。提出“任务分解—智能协同—决策优化”的三层架构,设计语义解析、专家匹配、冲突检测等异构智能体集群。利用大语言模型将评审任务原子化分解,引入知识图谱挖掘隐性冲突,并通过“人机对话”协商机制实现决策闭环。该范式实现了非结构化申报书的自动化解构与精准分组,显著提升了专家匹配精准度与项目评审风险识别能力,确立了专家在人机协同中的主导权。多智能体协同范式有效解决了评审效率与公平的矛盾,为科技治理体系的智能化转型提供了可行的技术路径。 |

| To address the issues of complex tasks, inaccurate expert matching, and inadequate decision-making transparency in scientific and technological project review, we propose a new intelligent review paradigm based on multi-agent collaboration, which constructs a three-layer architecture of “task decomposition-intelligent collaboration-decision optimization” and designs a heterogeneous intelligent agent cluster including semantic analysis, expert matching, and conflict detection modules. By using large language models to atomize and decompose review tasks, introducing knowledge graphs to mine implicit conflicts, and adopting a human- machine dialogue negotiation mechanism to realize a closed-loop decision-making process, this paradigm realizes the automatic decomposition and accurate grouping of unstructured project applications, significantly improves the accuracy of expert matching and the risk identification ability of project review, and establishes the dominant role of experts in human-machine collaboration. The multi-agent collaboration paradigm can effectively resolve the contradiction between review efficiency and fairness, providing a feasible technical path for the intelligent transformation of the scientific and technological governance system. |
