| 河南作为资源大省，自然资源要素多元、数据异构、权属复杂，给资产清查带来技术难题。探讨自然资源资产清查信息系统建设方案与应用实践，以破解省级自然资源清查工作中的各类技术痛点。通过梳理土地、矿产、森林、草原、湿地5类资源业务，构建资产清查与价值核算体系，实现从多源数据融合、质量核查、自动化评估到成果生成的全流程管理。实践应用表明，该系统可显著提升清查的科学性与效率，为自然资源资产负债表编制和管理决策提供可靠支撑，助力推进资源“账实相符”和监管现代化建设。 |

| As a resource-rich province, Henan possesses diverse natural resource elements characterized by heterogeneous data and complex ownership structures, which present technical challenges for asset inventory and valuation. This study examines the construction scheme and practical application of an information system, aiming to solve various technical challenges encountered in the provincial-level natural asset inventory and valuation. Through comprehensive business process mapping of five resource categories—land, minerals, forests, grasslands, and wetlands—we established a systematic framework for asset inventory and value assessment. The system implements end-to-end workflow management spanning multiple data source fusion, quality assurance verification, automated evaluation, and result generation. Empirical applications demonstrate that the system significantly enhances the scientific rigor and efficiency of inventory procedures, providing reliable support for the compilation of natural resource asset-liability statements and informed management decision-making, thereby contributing to achieving “accounts and assets reconciliation”and advancing regulatory modernization. |
