| 战略规划是图书馆把握未来、在竞争中谋求生存与发展的重要管理工具。本文以11家美国公共图书馆的战略规划文本为研究对象，采用内容分析法及数理统计法，在简要分析其体例结构及目标内容的基础上，重点探讨其战略目标的构建方式与编制特色。本文认为，美国公共图书馆战略目标的制定具有调研与环境分析先行、强调用户互动、量化指标与结果导向型指标并重、注重视觉化表达、跟踪评估等显著特征，值得我国公共图书馆编制“十四五”战略发展规划时参考和借鉴。 |

| Strategic plan plays an important role for libraries in grasping the future and seeking survival and development in the competition.This paper takes the strategic plan texts of 11 American public libraries as research objects. On the basis of the brief analysis of their style structure and targets content, it mainly discusses the elaboration method and characteristics of their target compilation. At last, it concludes that American public libraries has the remarkable characteristics of paying attention to the preliminary investigation, interaction with users, result orientation, visual expression and follow-up assessments in the process of making strategic plan, which is worthy of reference in the development plan of Chinese public libraries in the 14th five years. |
