近年来,科技决策的重要性日渐增加。据预测,2011年全球研发投资将超过1.2万亿美元。随着科技投资尤其是财政科技投资的增长,各国政府面临着一个重要问题,即如何科学地制定科技投资决策。美国提出要大力发展“科学政策学”这门新兴学科,以便为科技决策提供理论和学术基础。本文主要介绍了科学政策学提出的背景、内涵和研究内容、研究工具和手段、所获资助和研究成果,最后提出了对我国的启示。 |

In recent years, with the increasing importance of science and technology management decisions, it is predicted that global R&D investment will exceed 1.2 trillion dollar in 2011. As the growth of science and technology investment, especially the financial science and technology investment, government faces an important problem of how to formulate scientifically decision of science and technology investment. The United States proposed to develop an emerging field of interdisciplinary research-science of science policy in order to provide theoretical and scholarly basis for its S&T decisions. The paper mainly analyses the background, concept, research content, research tools, funding and achievements related to the science of science policy and proposes some inspirations to China. |
