| 2014.年.7.月.2.日，欧委会正式通过欧盟循环经济可持续发展战略决定。决定指出，欧盟经济必须向资源有效利用的循环经济转型。欧委会将在欧盟层面制定统一的资源有效利用和循环经济政策框架，包括：循环经济设计与创新、投资刺激、企业与消费者的参与。欧委会明确了欧盟循环经济转型中废弃物管理目标，简化和改进了成员国层面的废弃物管理法规，并通过研发创新支撑废弃物管理目标，积极应对关键特殊的废弃物挑战。通过对欧盟循环经济可持续发展战略进行深入系统的分析研究，意在为我国经济社会可持续发展提供有益的政策参考与经验借鉴。 |

| On 2nd of July, 2014, the European Commission announced the EU development strategy towards circular economy. It was decided that the European economy must be transformed towards the recycling economy focusing on the efficient use of resources. The European Commission will develop a unified policy framework for recycling economy at the EU level, including: the design and innovation of circular economy, stimulating investment, business and consumer participation. The European Commission has set up waste management objectives in the transformation of circular economy, simplified and improved the regulations of waste management at member states level, supports the waste management objectives by research and innovation, and actively responds to the key challenges of waste management. Through in depth analysis of the EU sustainable economic development strategy on circular economy, it is intended to provide useful policy reference for China’s economic and social sustainable development. |
