基于美国的移民社会特点,美国国家实验室一直对外国人才持开放态度,并且事实也证明了外国科学家的加入极大地促进了美国国家实验室的发展。但由于多方面因素,美国国家实验室对使用外国人才也有诸多限制。本文简要介绍了美国国家实验室对于雇用非本国公民的身份要求、选聘及考核外国公民科研人员、薪酬福利待遇等方面的做法,部分内容在我国推进国家实验室建设过程中具有一定参考借鉴价值。 |

Based on the characteristics of the immigrant society in the United States, the national laboratories of the United States has always been open to foreign talents, and the facts have proved that the participation of foreign scientists has greatly promoted the development of the national laboratories. However, due to many factors, the U.S. national laboratories also have many restrictions in employing foreign talents. This paper briefly introduces the U.S. national laboratories’ practices in terms of the requirements for the employment of non-citizens, the selection and assessment to foreign researchers, salary and welfare for foreign researchers, etc. Some of the contents have certain reference value in the process of promoting the construction of national laboratories in China. |
