| 发展新型研发机构是集聚创新资源、提升国家创新体系效能的重要举措。近年来，中央文件多次提出推动新型研发机构发展，一些地方也初步建立了新型研发机构管理制度，通过财政资金支持、营造体制创新环境、优化人才激励制度、保障基础设施建设、支持科技计划项目申报、引入社会金融资本等方式推动新型研发机构发展。本文梳理了这些政策和措施，并提出相关工作建议，为下一步政策制定提供参考。 |

| Promoting the development of new R&D institutions is an important step to integrate innovation resources and improve the national innovation system. In recent years, it has been repeatedly mentioned in policies released by central government agencies. At the same time, local goverments have taken a series of measures to develop new R&D institutions, such as financial supports, mechanism optimization, talent motivation, infrastructure construction, S&T projects application and attraction to capital. This paper reviewed the overall policies and strategies, on basis of which made suggestions to provide reference for the next policy-making. |
