| 数字技术的进步使得人类生存的现实物理空间与虚拟数字空间的交织越来越紧密，数字空间治理已被各国提上议程。本文从全球治理的角度廓清了数字空间的概念、重要性及其治理的主要内容，奠定了数字空间治理的研究基础。从全球数字空间治理的主要做法来看，当前各国均将数字技术发展视为数字空间治理的优先方向，重视通过数据跨境流动规则强化数据主权与安全，并对基于数据价值的经济利益分配与管理规则进行积极探索。美欧数字空间治理能力与影响力在全球领先，中国有必要借鉴美欧经验，加强数字空间治理，提升影响力。 |

| With the advancement of digital technology, the real physical space and virtual digital space for human being are becoming intertwined. Therefore, digital space governance has been put on the agenda by many countries. In order to lay the research foundation of digital space governance, this paper firstly clarifies several basic elements of digital space including its concept, importance and main governance content. Among the main methods of global digital space governance, each country puts the development of digital technology as a high priority. Many countries focus on strengthening data sovereignty and security through data cross-border flow rules. Meanwhile, they are also positively seeking effective rules for the distribution and management of economic benefits, which were generated on the basis of data value. In the current global digital space governance, the capabilities and influence of the U.S. and European are leading the world. It is necessary for China to learn from their experience to strengthen digital space governance and increase its influence. |
