| 中美经贸摩擦以来，中美科技合作形势不佳，农业领域的科技合作也受到较大影响。本文认为，中美农业科技合作意义重大且取决于双方的需求，但当前中美农业科技合作在多方面表现出合作受限、承诺弱化、进展缓慢，且因新冠肺炎疫情全球蔓延和中美关系不确定性增强，中美第一阶段经贸协议中涉及的农业科技合作内容基本无法开展。在中美政府间农业科技合作空间不断缩小的形势下，迫切需要探索新的合作方式。本文建议增强底线思维、树立风险意识，在全面提升我国农业科技创新能力的基础上，一方面加快推动落实中美第一阶段经贸协议，另一方面要充分发挥国际组织和社会机构的作用，尝试推动中国、美国及其他国家在国际组织规则和框架下的农业科技合作。同时，继续深化中欧及中国与“一带一路”国家在农业领域的科技创新合作，构建农业科技合作的全球化新格局。 |

| Because of the Sino-US trade frictions, the Sino-US agricultural STI cooperation has also been affected in a negative way. This paper argues that influenced by multiple factors, the future of Sino-US agricultural STI cooperation is not optimistic. And considering the epidemic of COVID-19 and the increasing uncertainty of Sino-US relationship, it would be very difficult to carry out the commitments signed in the Sino-US agreement. Under this circumstance, China needs to explore new ways to deepen the agricultural cooperation relationship. This paper suggests to strengthen bottom-line thinking and establish risk awareness. The first thing is to pay more attention to the construction of agricultural STI capabilities of China itself, try to accelerate the implementation of the first phase of Sino-US economic and trade agreements, and make international organizations and social institutions play an important role between China and the United States. At the same time, it could be very important to deepen the agricultural STI cooperation between Sino-Europe and Sino-BRI countries, and to establish a new global pattern of agricultural STI cooperation. |
