本文通过剖析二战后主要国家科技创新发展模式以及政府政策在其中发挥的作用,为我国“十四五”时期及中长期科技发展提供有价值的经验总结。从已有文献出发,本文通过比较具有代表性的三组国家科技发展的模式和转变,得出结论:(1)构建高效率国家创新体系的关键是推动创新链深度融合,特别要实现军民高水平融合;(2)政府需要通过足够多的公共研发投入等方式,确保引领科技创新总体方向;(3)政府需要根据环境变化及时调整模式。 |

This paper analyzes the development models of science and technology innovation in major countries after World War II and the roles played by government policies, and provides valuable experience for China’s science and technology development in the “14th Five-Year Plan” period and in the medium and long term. Based on the existing literature, by comparing the models and transformation of S&T development in three representative groups of countries, it is concluded that: (1) The key to build an efficient national innovation system is to promote the deep integration of the innovation chain, especially to achieve a high level of military-civilian integration; (2) The government needs to ensure that it leads the overall direction of S&T innovation through adequate public R&D investment; (3) The government needs to adjust its model in a timely manner in response to changes in the environment. |
