| 2021年1月12日，美国白宫公布了原计划最早在2042年12月31日才能解密的《美国对印太地区战略框架》文件。这份文件包含了“美国要帮助印度崛起，联印制中”“维持美国在印太地区的主导地位”等关键性战略部署。研究该文件可知：美国对中国的遏制部署更全面、指向更明确、手段更具体；美国将通过“扶助印度崛起”的手段来制衡中国；从美国拜登政府设立印太协调员的举动来看，拜登可能对解密文件已有默许与共识，未来拜登时期的“印太战略”不太可能有实质性颠覆；美国这一较罕见的解密文件举动，更有可能意在传递信心给盟友国家。 |

| The White House has released a declassed report “U.S. Strategic Framework for the Indo-Pacific”on 12 January, 2021, which includes: the US will enhance India to rise to balance China, sustain the advantage of US in Indo-Pacific area. The conclusions of this paper include: the containment of the US to China is more overall, the direction is clearer and the tool is more specific; US will contain China by standing by India Rise as a tool; Biden probably has a consensus on the declassed document so the Indo-pacific strategy will stay in Biden Administration; the release of the declassed document is more likely an enhancement of confidence in US’s allies. |
