| 本文以俄罗斯的国际科技合作政策为切入点，对中俄科技创新合作的定位做了概括性描述，着重分析了新时期中俄全面战略协作伙伴关系不断发展的大背景下，科技创新合作面临的主要风险挑战。本文从战略和政策层面就应对风险挑战问题进行了一定程度的建议性考量，认为应把握新机遇、加强谋划、创新合作模式，致力于打造中俄科技命运共同体。 |

| This paper takes Russia’s international science and technology cooperation policy as an entry point, provides a general description of the positioning of Sino-Russian cooperation in the field of science, technology and innovation, and focuses on the analysis of the main risks and challenges faced by the scientific, technological and innovative cooperation in the context of the continuous development of Sino-Russian comprehensive strategic partnership in the new era. This paper has done some consulting researches on the issues of response to risks and challenges from the strategic and policy levels, suggests that new opportunities should be seized, planning strengthened, a new cooperation model created, and the destiny of China-Russia community of shared future for science and technology built. |
