| 面对复杂的国际形势，探索我国对欧洲特色小国的科技创新合作新机遇，对开拓我国与欧洲的科技创新合作新局面、实现高质量开放创新具有重要意义。本文介绍了马耳他的国家科技创新体系、政策、绩效及特点，分析了中马双边科技创新合作的潜力，探讨了双边合作的切入点，对未来中马科技创新合作提出了若干建议。 |

| Confronted with complicated international situation, exploring new opportunities for cooperation on science, technology and innovation (STI) between China and small European countries is of great significance for China to open up a new prospect of STI cooperation with Europe and achieve high-quality open innovation. This paper introduces Malta’s national STI system, policies, performance and characteristics, then analyzes the potential of Sino-Malta bilateral cooperation in terms of STI, explores the entry points of bilateral cooperation, and finally puts forward some suggestions for future Sino-Malta STI cooperation. |
