| 提升企业科技创新能力、强化企业创新主体地位对我国建设成为世界科技强国目标的实现十分关键。巴西经过几十年的发展，通过完善创新法律体系、应用多元政策工具、建立政产学研合作联盟、鼓励企业自建研发创新中心，形成了一整套独具特色的企业创新支持体系。本文通过对巴西促进企业创新的法律沿革、主要举措进行分析，为完善我国支持企业创新的体制机制提出了对策建议。 |

| Improving innovation capability in companies and boosting their principal role in innovation ecosystem are critical to build China into a leader in science and technology. After decades of development, Brazil has formed a system to support and promote the business innovation, which includes a wide range of programs, such as: new legal environment, multiple policy tools, government-industry-university-research network and R, D&I centers.. This article discusses the legal evolution and main measures to support business innovation in Brazil, and proposes suggestions for China to improve the corresponding system. |
