| 创新是发展的不竭动力，世界各国越来越重视创新能力的提升。本文基于国际上衡量国家/经济体创新能力方面公认较为权威的《2021全球创新指数》（GII 2021）报告，首先分析全球创新趋势，并总结出三个特点：欧美国家/经济体领跑创新格局，发展中国家创新表现可圈可点，全球创新格局正发生转移。其次从GII近6年排名变化情况、7大支柱、关键三级指标以及科技集群四个维度将中国与美日韩三个国家的创新能力进行对标比较，主要结论是：中国综合创新能力不断增强，已进入创新型国家行列；创新投入仍存在一定不足，创新产出表现突出；关键三级指标有较大的提升空间；科技集群表现优异，科技活跃度有待提升。另外，将中国在5种较为权威的评价报告中的表现进行横向对比，多方位考察其创新能力所处的全球态势。最后，对中国创新能力的提升提出针对性建议。 |

| Innovation is an inexhaustible driving force for development, and countries around the world are paying more and more attention to the improvement of innovation capabilities. Based on the internationally authoritative “Global Innovation Index 2021” report that measures the innovation capabilities of countries/economies, this paper analyzes global innovation trends and summarizes three characteristics: European and American countries/economies lead the innovation pattern, developing countries have impressive innovation performance points, and the global innovation landscape are shifting. Then the paper compares the innovation capability of China with that of the United States, Japan and South Korea from four dimensions, namely GII ranking changes in recent six years, seven pillars, key third-level indicators and science and technology clusters. The main conclusion is that China’s comprehensive innovation capabilities continue to increase and it has entered the ranks of innovative countries; there are still some shortcomings in innovation input while innovation output is outstanding; the key third-level indicators have more room for improvement; the technology clusters have excellent performance, and the scientific and technological activity needs to be improved. In addition, China’s performances in five authoritative evaluation reports are compared horizontally to examine the global dynamics of its innovation capabilities from multiple perspectives. Finally, it puts forward specific suggestions on the improvement of China’s innovation capabilities. |
