| 欧盟是发达国家的集合体，欧盟层面的研究和创新投入已成为欧盟地区公共科研经费的重要来源和经济增长的核心驱动力，在推动欧盟地区产业结构升级、促进区域科技发展方面，发挥十分重要的作用。本文重点研究欧盟2021财年研究和创新预算总量、结构和特点，以及2019—2021财年研究和创新预算变化情况、特征等方面，以期为我国提供有益借鉴。 |

| The EU is a collection of developed countries. Research and innovation investment at the EU level has become an important source of public scientific research funds and the core driving force of economic growth in the EU region. It plays a very important role in promoting the upgrading of industrial structure in the EU region and promoting regional scientific and technological development. This paper focuses on the total amount, structure and characteristics of EU research and innovation budget in FY 2021, as well as the changes and characteristics of research and innovation budget in FY 2019-2021, so as to provide useful reference for China. |
