| 以色列是全球科技创新最活跃的国家之一，也是政府推动科技创新比较成功的国家。以色列社会各界对国际创新合作整体持开放态度，政府坚持大力推动政府间科技合作，同时多措并举积极搭建合作交流平台，鼓励民间科技合作，以达到官民并举全面促进国际科技合作交流的目的。本文对以色列推动民间科技合作的政策措施、主要做法与经验以及今后如何加强中以两国民间科技合作进行了梳理、总结和思考。 |

| Israel is one of the most active countries in innovation in the world, and it is also a country that the government has successfully promoted technological innovation. With an open attitude towards international innovation cooperation across all sectors of society, Israeli government has taken a multi-facet approach by insisting on vigorously promoting inter-governmental science and technology cooperation on the one hand, and buliding a platform to encourage non-governmental science and technology cooperation on the other hand, thereby promoting overall science and technology exchange and cooperation. This paper summarizes the Israel’s policies and measures in promoting non-governmental science and technology cooperation, and provides insights on the future direction and path of strengthening the non-governmental cooperation between China and Israel. |
