| “一带一路”高质量建设已经从传统的贸易互联互通向“三个共同体”转变，从以传统贸易投资来增进相互信任，向以科技创新合作为特征的高质量发展转变。在百年未有之大变局的背景下，“一带一路”也越发成为中国在处理国际问题上的重要舞台。但研究发现，当前“一带一路”沿线关系复杂，俄乌冲突升级，“一带一路”的高质量发展，尤其是在顶层设计、科技创新赋能供给侧和外交层面，仍有诸多短板亟待调整，因而本文针对性地提出对策建议。 |

| The high-quality construction of the “the Belt and Road” has changed from the traditional development of connectivity to the “three communities”, and from the traditional trade and investment as bond of enhancing mutual trust to the high-quality development characterized by scientific and technological innovation cooperation. Against the background of the great changes that have not been seen in a century, the “the Belt and Road” has increasingly become an important stage for China to deal with international issues. However, the study finds that the current relationship along the “the Belt and Road” is complex, the conflict between Russia and Ukraine is escalating, and the high-quality development of the “the Belt and Road” still has many shortcomings to be adjusted, especially at the top-level design, the supply side of scientific and technological innovation empowerment and the diplomatic level. Therefore, countermeasures and suggestions are put forward. |
