| 科技革命产生技术 -经济范式变化引发经济周期波动，至今为止已形成 5次长波。目前世界处于第五次技术经济周期的后半段，经济步入下行通道，国际政治经济格局动荡。面对百年未有之大变局，中国需要把握长周期背后科技创新驱动力的“变”与“不变”，坚持把科技自立自强作为国家发展的战略支撑，改善科技供给质量和效率、创造新供给，布局未来科技，加强原创性、引领性科技攻关，支撑新发展格局，建设世界科技强国，引领新长波。 |

| The revolution of science and technology brings about the change of tech-economic paradigm, which leads to the fluctuation of economic cycle, and has formed 5 long waves so far. At present, the world is in the second half of the fifth tech-economic cycle, the economy has stepped into the downward channel, and the international political and economic pattern is turbulent. Today’s world is in the midst of great changes that have not been seen in a century, China needs to grasp the “variance” and “invariance” of the driving force of scientific and technological innovation behind the long-term cycle, and make greater contributions to realizing the country’s self-reliance and self-improvement in science and technology. China should improve the quality and efficiency of science and technology supply, create new supplies, lay out the science and technology of the future, improve originality and lead in tackling key problems in science and technology, support new development patterns, develop scientific and technological strength at a faster pace and lead the way in creating new long waves. |
