| 当前国际科技竞争正在加速向基础研究阶段前移，科学高效组织实施战略性基础研究计
划，是确保中国占领未来科技创新战略制高点、实现高水平科技自立自强的一项重要举措。基于日本
ERATO 计划与中国国家自然科学基金重大研究计划的资助与管理实践，通过对两个计划在顶层设
计、项目立项、组织实施与过程管理、监测评估等方面的对比分析，总结了战略性基础研究计划组织
实施机制的主要特征，并据此提出了未来进一步优化完善中国战略性基础研究计划组织实施与管理
的建议。 |
| 英文摘要: |
| Currently, international scientific and technological competition is extending speedily towards the
stage of basic research. Efficiently and effectively organizing and carrying out strategic basic research program is
an important measure to ensure that China occupies the strategic high ground of future technological innovation
and achieves high-level scientific and technological self-reliance and strength. Based on the case studies of Japan’s
ERATO program and Chinese National Natural Science Foundation for Major Research Plan, this paper conducts
a comparative analysis of the implementation mechanism of the two programs in aspects such as top-level design,
project initiation, organization and implementation, and monitoring and evaluation, and summarized the main
characteristics of the organization and implementation mechanism of the strategic basic research program. Based on
this, it puts forward suggestions for further optimizing and improving the organization and management of China’s
strategic basic research programs in the future. |
