| 英国具备较为完善的研发统计体系，但其统计方法和数据存在一定局限性，主要在于两种统
计口径下企业研发支出数据存在巨大差异。因此，英国自 2022 年开始启动为期 3 年的研发统计转型，
以改进企业研发统计为核心，着力解决小企业覆盖率不足的问题，并同步优化政府和高校研发统计。
这一转型带来英国研发支出规模和投入强度统计数据的大幅提升，但也引发了各界关于数据独立性、
客观性等方面的争论。回顾英国研发统计转型的过程，得出如下启示：一是研发统计应不断优化以更
好适应新形势；二是调整研发统计要保持审慎科学的态度；三是英国科技创新实力不容小觑。 |

| The U.K. has a relatively complete statistical system for R&D, but its statistical methods and data have
some limitations. The main confusion comes from the huge difference in the data of enterprise R&D expenditure
under the two statistical standards. Therefore, the U.K. has launched a three-year transformation of R&D statistics
since 2022, with the improvement of enterprise R&D statistics as the core, trying to solve the problem of insufficient
coverage of small businesses, and the optimization of government and university R&D statistics. This transformation
has brought about a substantial increase in the scale and intensity of R&D expenditure in the U.K., which has
triggered debates about data independence and objectivity. After reviewing the transformation process of R&D
statistics in the U.K., the following enlightenment can be concluded: firstly, R&D statistics should be continuously
optimized to better adapt to the new situation; secondly, a prudent and scientific attitude should be maintained in
adjusting R&D statistics; thirdly, the STI strength of the U.K. should not be underestimated. |
