International scientific collaboration is a crucial form and trend of global academic research, playing
a significant role in driving knowledge innovation and societal progress. Among the various components of
international collaboration, international science and talent programs are key. This paper provides a comprehensive
analysis of the operational mechanisms of major international talent programs in Europe, with a focus on key projects in Germany, the European Union, and the United Kingdom. The study delves into aspects such as funding models, program structures, cooperation directions, and operational mechanisms. The findings offer valuable insights for improving the operational mechanisms of international science and technology talent programs in
China, supporting and incentivizing researchers to engage in international collaborative research, as well as
facilitating the recruitment and cultivation of global scientific and technological talent. |
