| 基于韩国国家研究基金会（National Research Foundation of Korea，NRF）官方网站信息以
及相关学术文献研究，系统梳理了其管理人员制度建设情况，主要针对流动项目经理聘用的规模、结
构以及任职条件、选聘方式、工作职责和管理监督等方面进行了深入分析，并与美国国家科学基金会、
日本学术振兴会等基础研究资助机构的流动项目经理制度进行了比较。针对中国国家自然科学基金资
助量持续上涨对更多专业管理人才力量的紧迫需求，借鉴韩国国家研究基金会流动项目经理制度建设
经验，提出合理规划与扩大项目经理规模、优化项目经理聘用方式、明确项目经理工作职能与工作权限
等启示与建议。 |

| Based on information from the official website of the National Research Foundation of Korea
(NRF) and relevant academic literature research, this paper systematically reviewed the construction of NRF’s
management personnel system, mainly focusing on the scale, structure, employment qualifications, employment
methods, responsibilities, and management supervision. It also compared the rotating project manager system
of basic research funding institutions such as the National Science Foundation of the United States and Japan
Society for the Promotion of Science. In response to the urgent need for more professional management talents
due to the continuous increase in funding from the National Natural Science Foundation of China, and drawing
on the experience of the construction of the rotating project manager system at NRF, this paper proposed some
suggestions and inspirations, including rational planning and expansion of project manager scale, optimization of
project manager employment methods, and clarification of project manager job functions and authority. |
