      数字科研基础设施是一种借助数字技术手段,对科研数据实施存储、管理、分析和运行的工 具和服务的集合。在科研数据成为基础资源的当下,推动数字科研基础设施的发展显得尤为迫切。通 过考察美国、英国、德国和日本的公共科学资助机构项目设置情况和相关报告可发现,主要创新型国 家公共资助机构较早设置了针对数字科研基础设施的资助计划,并对其进行了系统化管理,具有起步 早且初具成效、重视程度高、管理机制相对完善和注重系统布局等基本特点。中国公共科学资助机构 应充分把握数智时代的发展机遇,通过强化顶层设计,增设数字科研基础设施资助项目;制订系统化、 长周期的资助计划;确立完备的数字科研基础设施资助管理机制等措施,推动中国数字科研基础设施 的建设与发展,加快实现科研范式的数智化转型。
英文摘要:
      Digital scientific research infrastructure is a collection of tools and services that utilize digital technology to store, manage, analyze and operate scientific research data. In the current era where research data has become a fundamental resource, it is particularly urgent to promote the development of digital research infrastructure. By examining the project settings and related reports of public science funding agencies in the United States, the United Kingdom, Germany and Japan, it can be found that the public funding agencies of the major innovation countrieshave set up funding plans for digital scientific research infrastructure relatively early and managed them systematically. They possess the basic characteristics of early start and initial success, high attention, relatively complete management mechanisms, and emphasis on systematic layout. China’s public science funding agencies should seize the development opportunities of the digital intelligence era, strengthen top-level design, add funding projects for digital scientific research infrastructure, formulate systematic and long-term related funding plans, establish a complete funding management mechanism for digital scientific research infrastructure, promote the construction and development of digital scientific research infrastructure in China, and accelerate the digital intelligence transformation of the scientific research paradigm.
