| 阿联酋较早就认识到人工智能的巨大潜力，在政产学研各领域均进行了布局。2023 年以来，
随着生成式人工智能的蓬勃发展，阿联酋进一步出台加速人工智能发展的相关政策规划，完善管理
机制，高薪延揽人才，投入巨额资金，依托国际合作，取得了较为显著的成效。主要表现在人工智能算
力等基础设施较快扩增，科研机构学术水平快速攀升，大模型技术取得一定突破，应用场景日渐丰富，
监管和全球治理能力不断提高。该国人工智能科技和产业发展态势和政策动向，以及由此带来的国际
合作机会，值得有关决策者和技术、产业国际合作参与者参考。 |
| 英文摘要: |
| The UAE recognized the enormous potential of artificial intelligence early on and has made strategic
investments across government, academia, research and industry. Since 2023, with the rapid development of
generative AI, the UAE has achieved significant results in AI development by further introducing policies and plans
to accelerate AI, improving governance mechanisms, attracting talent with high salaries, investing heavily, and
relying on international cooperation. Those are reflected in the rapid expansion of AI computing power and other
infrastructure, the rapid rise in the academic performance of research institutions, breakthroughs in large language
model technology, increasingly diverse application scenarios, and continuous improvement in regulatory and global
governance capabilities. The UAE’s AI technology and industry development trends and policy directions, as well
as the resulting international cooperation opportunities, are worthy of reference for relevant policymakers and
participants in international technology and industry cooperation. |
