| 俄罗斯重视发挥科技创新规划指标的引领和导向作用。梳理了俄罗斯历次科技创新规划,发
现其指标出现两次较大变化,第一次实现从无到有,第二次由“向外看”转变为“向内看”,突出了其技
术自主性和独立性。俄罗斯规划指标具有 3 个特征:在选取逻辑上,根据国家需求和挑战适时体现战
略转向;在关注焦点上,强调科技自主、优先领域和创新经济;在作用功能上,体现对科技政策制定
的强引导作用。建议中国在设计科技创新规划指标时,可以有所借鉴,但更要立足本国的基本国情和发
展目标,有所侧重、有所延续、有所摒弃和有所发展。 |

| Russia has consistently emphasized the leading and guiding role of indicators in its science,
technology and innovation (STI) plans. After a review of its successive STI plans, this paper finds that the
indicators have undergone two significant transformations: the first marked the emergence from scratch, while the
second shifted from an “outward-looking” perspective to an “inward-looking” approach, prioritizing technological
self-reliance and independence. This paper summarizes three characteristics of planning indicators in Russia: in
terms of selection logic, they timely reflect strategic shifts based on national needs and challenges; in terms of
focus areas, they emphasize technological autonomy, priority sectors, and an innovation-driven economy; and in
terms of functional roles, they demonstrate a strong guiding influence on the formulation of STI policies. When
designing STI planning indicators, China can draw inspirations from these practices, but more importantly, it
should base its approaches on China’s national conditions and development objectives, emphasizing certain
aspects, maintaining continuity, discarding some improper indicators, and fostering new developments. |
