      英国政府长期倡导高等教育与科技、产业协同融合发展,通过科产教融合方式培养英国下一 代科技创新人才。对英国在深化科技和教育体制机制改革、战略政策制定和评价体系协同等科技创新 人才队伍建设方面的部署进行了梳理,总结了英国灵活运用科研项目、人才资金和税收等调控手段,充 分调动大学、科研机构和企业的积极性,协同培养科技创新人才的政策实践进展和成效,为中国统筹 推进教育、科技和人才一体化发展提供参考。
英文摘要:
      The UK government has long advocated the integration of higher education with science and technology, and industrial development to foster the next generation of innovators and tech talents. This paper reviews the UK’s initiatives in advancing reforms to the science, technology and education system, formulating strategic policies, and aligning evaluation mechanisms for building a strong scientific and technological talent pipeline. It also examines the progress and policy effects of the UK’s flexible use of research programmes, talent-support schemes, and tax incentives to mobilize universities, research institutes, and businesses in the joint cultivation of research and innovation talents. This paper provides insights for promoting the integrated development of education, science and technology, and skilled workforce in China.
