| As the core carrier of the institutionalized organizational development of a country’s scientific
and technological advancement, the National Academy of Sciences is not only a key indicator for measuring the
organizational effectiveness of national science and technology activities and the management level of academician
scientists, but also profoundly reflects the country’s scientific and technological development potential and the
maturity of its sci-tech innovation ecosystem from an indirect perspective. The organizational management system
of the French Academy of Sciences is adheres to the principle of streamlining and efficiency in institutional setup,
ensures a high degree of autonomy in scientific and technological innovation, establishes a streamlined and rigorous
selection mechanism for academicians, improves a reward and funding system with classified incentives, and forms
a standardized and public-welfare-oriented management model for academicians. These institutional designs, which
combine practicality and sophistication, provide valuable references for late-developing countries to optimize their
scientific and technological governance systems, and are particularly useful for the current improvement of China’s
academician system. Specifically, they can offer valuable improvement ideas and practical approaches on key issues
such as the streamlining of organizational structures, the optimization of academician selection mechanisms, the
innovation of academician management models, and the construction of a sound sci-tech research ecosystem. |
