| 在全球数字经济蓬勃发展的背景下，中小企业数字化转型是推进新型工业化、建设现代化产
业体系的必然要求，这已经成为全球主要经济体高度重视的新焦点。近年来，中国政府由点及面、由
表及里、体系化地推进中小企业数字化转型，逐步构建了接续有力的政策支持体系，中小企业转型升
级取得显著成效，但仍在技术赋能、生态营造和要素支撑等方面面临诸多挑战。建议中国聚焦国内中
小企业转型升级面临的客观挑战，在借鉴国外主要经济体支持中小企业数字化转型的政策实践基础
上，进一步完善政策支持体系，助力中小企业在数字经济时代实现高质量发展。 |
| 英文摘要: |
| Against the backdrop of the global digital economy’s vigorous development, the digital
transformation of small and medium-sized enterprises (SMEs) has become an imperative requirement for
advancing new industrialization and building a modern industrial system. It has emerged as a new focal point
receiving high priority from major global economies. In recent years, the Chinese government has systematically
advanced the digital transformation of SMEs through a phased approach—progressing from specific initiatives
to broader implementation and from superficial measures to substantive reforms. This has gradually established
a robust and continuous policy support system, yielding significant achievements in the transformation and
upgrading of SMEs. However, numerous challenges remain in areas such as technological empowerment,
ecosystem development, and factor support. It is recommended that China focus on the objective challenges SMEs
face in domestic transformation and upgrading. By drawing on the policy practices of major foreign economies in
supporting SME digital transformation, China should further refine its policy support system to empower SMEs to
achieve high-quality development in the digital economy era. |
