| 生物技术已成为中美战略博弈的新前沿。基于美国新兴生物技术国家安全委员会2025 年发布的《描绘生物技术的未来：美国安全与繁荣行动计划》报告，剖析“加速本国创新、迟滞中国发展”双轨战略的定位、总体设计与战略举措，梳理后续相关立法与政策动向，研判其对中国的潜在影响。研究表明，双轨战略从前沿技术设备与数据获取、供应链“去中国化”与市场准入、跨境融资渠道、国际人才流动与合作四个维度对中国生物技术产业形成系统性压力。在此基础上，提出完善顶层设计与风险监测、夯实基础研究与关键技术攻关，增强供应链自主可控，拓宽资金渠道，强化人才培养等对策建议。 |

| Biotechnology has become a new frontier in the strategic competition between the U.S. and
China. In 2025, the U.S. National Security Commission on Emerging Biotechnology (NSCEB) released the
report“Charting the Future of Biotechnology: An Action Plan for American Security and Prosperity.” This
article analyzes the positioning, overall design, and strategic measures of the dual-track strategy of“accelerating
domestic innovation while delaying China’s development,” examines subsequent relevant legislative and policy
trends, and assesses its potential impact on China. The dual-track strategy exerts systematic pressure on China’s
biotechnology industry from four dimensions: access to cutting-edge technology, equipment, and data; supply
chain“de-Sinicization” and market access; cross-border financing channels; and international talent mobility and
cooperation. This article proposes countermeasures and suggestions, including improving top-level design and risk
monitoring, consolidating basic research and key technology breakthroughs, enhancing supply chain autonomy
and controllability, expanding funding channels, and strengthening talent cultivation. |
