仅限于间接经费部分。研究系统梳理了美国科研间接经费制度的历史演进脉络与现行运行机制。在
此基础上，重点分析特朗普政府此次削减间接经费的政策逻辑与决策思路，并结合政策实施过程中
的争议焦点与社会反响，深入评估该政策对美国大学科研生态、人才培养、企业运营及未来科研竞
争力的多维影响。由此探讨对中国的启示与建议，以期为中国科技管理决策提供参考。 |
| 英文摘要: |
| In 2025,the Trump administration’s cuts to federal research funding in the United States drew widespread
international attention.This study finds that the reductions were confined to the indirect costs portion of federal research
funding. This article systematically reviews the historical evolution and current operational mechanisms of the U.S.
system for research indirect costs. Based on this review, it focuses on analyzing the policy logic and decision-making
rationale behind the Trump administration’s cuts to indirect costs. Furthermore,by examining the points of controversy
during policy implementation and societal responses,the study provides an in-depth assessment of the multidimensional
impacts of this policy on the research ecosystem of U.S. universities, talent cultivation, business operations, and future
research competitiveness. Finally, it explores the implications and recommendations for China, aiming to provide
references for decision-making in science and technology management. |
