      量子科技领域已成为全球主要国家竞相部署的战略领域,量子人才是提升科技创新效能、推 动产业发展的核心支撑。聚焦量子人才队伍建设的战略需求,采用扎根理论对主要国家的量子战略计 划文本进行质性分析,从知识体系、技能体系、总体布局和结构特征四个维度总结量子人才的特征, 进而提炼出复杂融合、一体发展、“+量子”的建设规律。研究发现,量子人才所需的知识技能具有高 度复杂性与跨学科融合性,人才结构应与量子领域基础研究、技术研发与应用一体推进的特点相适应, 各类人才应进行“+量子”认知升级。同时,借鉴国外量子人才培养政策实践。分析中国量子人才队伍 的现状问题,建议中国以短期扩充规模优化结构、中期提升人才能力水平、长期引领全球发展为路径, 为量子科技抢占全球制高点提供人才支撑。

      Quantum technology has become a strategic field actively deployed by major countries worldwide, with quantum talent serving as the core driver for enhancing the efficiency of scientific and technological innovation and promoting industrial development. This study focuses on the strategic needs for building a quantum talent workforce. Using grounded theory, it conducts a qualitative analysis of quantum strategic plan documents from leading countries, summarizing the characteristics of quantum talent across four dimensions: knowledge system, skill system, overall layout, and structural features. From this analysis, the study derives key principles for talent development: complex integration, coordinated advancement, and the cultivation of “quantum-enhanced” capabilities. The research finds that the knowledge and skills required for quantum talent are highly complex and interdisciplinary, and that the structural layout of such talent should align with the coordinated development of basic theories, key technologies, and applications in the quantum field. It also emphasizes the need for promoting“quantum-enhanced” cognitive upgrading across various talent categories. Furthermore, by drawing on international practices in quantum talent cultivation policies, it examines the current challenges facing China’s quantum talent pool and suggests that China should follow a phased approach: expanding the talent pool and optimizing its structure in the short term, enhancing talent capabilities in the medium term, and aiming for global leadership in the long term, thereby providing robust talent support to secure a leading position in the global quantum technology landscape.
