| 目前,能源和环境已成为制约我国可持续发展的瓶颈问题,利用节能减排和开发可再生能源是解决我国能源安全和环境污染的有效手段,但不能确保我国的长期能源安全和可持续发展.只有积极开发新能源并依靠核能提高我国能源的自给率,才能根本解决能源安全和可持续发展的后顾之忧.我宜立足更为积极的核能战略,大大提高核能的战略地位,制定长远的能源替代目标. |

| The issues of energy and environment are the main constraint of sustainable development in China. Though the approach of energy efficiency and renewable energy development is an effective way of solving the problem for energy security and environmental pollution, it can not ensure the long term energy security and sustainable development in China. Only by the progress of new energy development and by increasing the portion of nuclear energy, can the long term energy security and the sustainable development of China be assured. More emphasis should be given to nuclear energy and a long term nuclear energy strategy program need to be made. |
