| 欧盟在推进一体化的进程中，遇到影响人员、商品和服务自由流动，阻碍“无国界”大市场形成的多
种挑战。特别在医疗保健领域，欧盟各成员国的政策、标准、法律缺乏一致性，医疗资源分散，医疗服务市
场分割，降低了医疗服务的效率，不利于医疗创新成果应用和医疗产业发展。同时，欧洲的人口老龄化趋势
显著，医疗成本攀升。为应对挑战，欧盟通过实施“数字医疗行动计划”和“欧洲数字议程”的重点行动、
加强研发、资助试点项目等方式大力推动数字医疗发展，努力构建欧洲数字医疗区。经过多年积极探索和实
践，欧盟数字医疗取得了长足进展。通过对欧盟数字医疗政策、措施和进展进行研究和分析，可以从中汲
取宝贵的经验，为我国“十二五”科技规划中确定的医疗信息化发展提供借鉴。 |
| 英文摘要: |
| There are many challenges which block people，commodity and service flowing freely when EU is
working on promoting European integration and building European market. Especially in the field of healthcare,
the member states of European Union have different policies, standards and laws which cause healthcare resources
and market fragmented and block the application of healthcare innovation achievements and the development
of European healthcare area. Meanwhile, EU is facing aging population which increase the cost of medical
expenditure greatly. To overcome these challenges, EU has taken many efforts to develop eHealth including
implementation of an action plan for a European e-Health area, the key actions in Digital Agenda of European,
supporting technical R&D, funding large- scale pilot projects, etc.EU has made great progress in eHealth through
years of practice and exploration. We can benefit from what EU has experienced in eHealth by analysing and
researching EU’s policies, actions and progress , and so as to promote and develop medical informationization in
the twelfth five-year science and technology plan in China. |
