| 随着资源环境与可持续发展理念的不断深入，各个国家在固体废物管理方面越来越重视从源头
进行治理。包装物作为固体废物的重要组成部分，对其实行减量化管理已成为发达国家环境与资源政策中
的重要内容。发达国家包装废弃物减量化管理，已基本形成了由政策法规、经济调控、回收系统，以及宣传
教育等几方面所形成的多元化的管理结构。本文从立法、经济调控、回收体系建设三个方面，着重分析了发
达国家包装废弃物减量化管理的实践方法与特点，并结合国内现状和发展中存在的问题，对我国包装废弃
物减量化管理提出针对性的建议。 |

| As the idea of resources and environment and sustainable development constantly goes deeper，
countries pay more and more attention to source treatment in solid waste management. Packages are an important
part of soild waste，whose minimization management has become an important content of the policies of
environment and resources in the developed countries. Packaging waste minimization management in the
developed countries has basically constructed diversified management system involving policies and laws，
economy regulation，recycling system and publicity and education，and so on. The paper mainly analyzes
the methods and characteristics of packaging waste minimization management in the developed countries from
the perspectives of legislation, economy regulation and recycling system and gives specific suggestions on
packaging waste minimization management in China combining with the domestic situation and problems during
development. |
