| 德国联邦政府非常重视创新创业，采取各种措施加强和巩固其创新强国地位。经过多年努力，已经形成了多维度、多部门、多领域的创新创业扶植促进体系。本文从集聚科技资源、做强创新创业主体、激发创新创业活力、弘扬创新创业文化四个方面，对德国促进创新创业的主要政策和举措进行了梳理汇总，其做法和经验对推动我国“大众创业、万众创新”具有积极的借鉴意义。 |

| The German federal government attaches great emphasis on innovation and entrepreneurship, taking various measures to strengthen and consolidate its innovative power status. After years of efforts, the German federal government has formed a multi-level, multi-sectoral, multi-field innovation and entrepreneurship supporting system. From four aspects, including gathering resources, strengthening innovation subject, stimulating vitality, and promoting culture, this paper summarizes the main policies and measures to promote innovation and entrepreneurship in Germany, which are good reference for China’s Mass Entrepreneurship and Innovation. |
