| 当前我国科技计划管理体制改革进入关键阶段，重点之一是建立符合科学研究规律的高效科技计划项目管理机构。本文对英国研究理事会的机构性质、治理模式、内部治理结构和项目管理过程等进行深入剖析。英国研究理事会独立于政府的机构定位、现代化的治理模式、科学化的项目管理机制，可以为我国科技管理改革工作的推进，特别是科技计划管理机构的改革提供重要参考。 |

| One of the challenges to deepening reform of the management of science and technology program in the critical stage is setting up specialized high efficiency management organization that is accord with the rules of science and technology development. This paper analyzes the organization type, governance mode, governance structure and procedure of project management of Research Council UK, summarizes its relevant experiences to make reference for science and technology reform in China, such as the independence with government, the modernized government mode and the scientific management of projects. |
