当前国际竞争的实质是人才的竞争。世界许多国家(地区)和机构通过制定不同的人才评价指标和指数,反映国家或地区人才能力的变化状况,并以此展开国际比较。本文在比较全球人力资本指数、全球人才指数、全球人才竞争力指数、全球领导力与人才指数四个有关人才评价指标的基础上,从不同指标的关注点、数据来源和指标体系设计三个方面进行分析,结合不同指标体系下中国表现的变化,从不同角度思考人才培养、成长和开发的共性规律,为我国人才方面的研究和实践提供借鉴。 |

The essence of the current international competition is the competition of talents. Many countries (or regions) and institutions develop different talent evaluation indices to evaluate the talent ability change in different regions or countries. Based on the comparison of Human Capital Index (HCI), Global Talent Index (GTI), Global Talent Competitiveness Index (GTCI), Global Leadership and Talent Index (GLTI), this paper analyzes different indices from concerns,data sources and index system design, and explores the common law of talent training, growth and development. The performance of China in the world is also discussed, and references for China’s talents research and practice are provided. |
